Fitting bar risers

I’m putting on a pair of MCL bar risers...in order to fit them there is a plate under the top triple tree that holds a stationary nut and a bolt..attached to this plate is a thick wire for hose & cable management..This all, apparently, needs to be removed in order for the longer bolts to be used. Does the cable management simply get “unthreaded » from around the hoses & cables, or does it need to be cut off..

At least in earlier gens, it has to be cut.
